CITY HALL NOTES

 

The National Historical Institute (NHI) is now aware of the adoption of Resolution No. 06-101 by the 9th Sangguniang Panlungsod of Tagbilaran adopting the proposal of the Sandugo Ad Hoc Committee chaired by Dr. Lumin T. Pamaran to embark on a formal research on Bool Kingdom.

In his letter to Vice Mayor Nuevas T. Montes, NHI Executive Director Ludovico Badoy acknowledged that "information about pre-colonial history and baranganic-kingdom are quite vague since many written records were either destroyed by pioneer missionaries or could not withstand the ravages of time".

However, Badoy suggested that other avenues could be explored in order to ascertain the existence of Bool Kingdom before and during the advent of the Iberian conquistadors. Archaeological survey or archival research of extent historical records of our Asian neighbors who had early trade relations with the Philippines are among these possible avenues.

Engr. Jes B. Tirol has agreed in principle to head the sub-committee for a research on the Bool Kingdom and we do hope that with the approval of the resolution, the body can now buckle down to work.

It is our that a positive result on this gargantuan research could spark a unification on the opposing claims of Loay town and this city on the site of the Blood Compact.

We respect the pervasiveness of Loay's assertion of its claim to the extent of putting up a billboard near the bridge in Hinawanan to the effect that it is the "real" site of the historic event. Apparently, the city is not planning to put up its own signage in Bool proclaiming the place as the "original" site.

In its effort of further personnel re-engineering, an orientation on the Comprehensive Personnel Management Assessment (CPMA) will be held on Wednesday at the SP session hall.

The personnel management assessment and assistance program is introduced by the Civil Service Commission to provide assistance technical support to agencies, instead of imposing sanctions and control as part of transforming personnel inspection and audit function to "assistorial" rather than regulatory.

The orientation will enable department heads and other city officials to understand the program which is customized and detailed appraisal of personnel systems and standards and competence of its human resource.

City Mayor Dan Neri Lim ordered last week the City Scholarship Committee to convene on or before Friday this week following the enactment of City Ordinance No. C-195 which revised the city's scholarship program.

Dr. Elpidio Jala, city division superintendent chairs the scholarship committee with five other members including yours truly.

Graduates of Cogon Night High School who passed the CVSCAFT scholarship examination are to be given preference under the city's scholarship program. The other city scholars include incumbent SK chairmen. The new city scholarship program also covers other scholars with exceptional contributions in the field of sports, music and arts including those victims of calamities, subject however to the approval of the city mayor.

Finally, the 9th Sangguniang Panlungsod approved last Wednesday a resolution ratifying the contract of services of the 17 day care workers as field implementors of the multiple intelligence school reform program in the city.

These field implementors will be in addition to the existing day care center workers of the city who are already regular employees.

City Councilor Edi Borja sponsored the resolution in his capacity as chairman of the SP committee on personnel and re-organization.
