Bohol PNP: Highest crime
solution efficiency in CV

By KIT BAGAIPO

P/SSupt. Arturo Evangelista asserts Bohol police is the most efficient in solving crimes all-over Central Visayas.

P/SSUPT. EVANGELISTA

In the first semester of 2006, Bohol-PNP registered a crime solution rate of 92.7%, the highest in Region 7, with 833 solved cases out of 898 reported crimes leaving only 65 cases unsolved.

Bohol is followed by Oriental Negros with a crime solution rate of 87.2% and Siquijor, the least populated in the region, with a crime solution rate of 86.3%.

The Cebu Provincial Police Office (CPPO) have the highest incidence of crime (index and non-index combined) with a total of 2,864 reported cases. Cebu province have a crime solution rate of 84.1% with a total of 2,411 solved crimes and 453 still unsolved.

Likewise, the Mandaue City Police Office (MCPO) also registered a crime discharge rate of 84.6% from a total of 508 reported crimes in the first half of 2006 solving 430 cases while 78 are still unsolved.

On the other hand, the Cebu City Police Office (CCPO) have a crime solution rate of only 64.1%, the worst performance in the entire region. Reported crimes in Cebu City reached 2,854, second to Cebu province, with only 1,830 solved and 1,024 left unsolved.

Oriental Negros has a total of 452 solved cases from 518 reported crimes and only 66 left unsolved.

Meanwhile, Siquijor solved 29 of its 34 reported crimes.

Evangelista came on crossfire with the League of Municipalities of the Philippines (LMP) after he criticized town executives who do not allocate intelligence funds to their police stations which are mandated by the local government code.

The provincial police director shared the blame with town mayors on the rising incidence of street crime in the province and after Camp Crame released statistics with Central Visayas topping the regions criminality nationwide during the first half of 2006.

Some mayors were allegedly irked by Evangelista's statement demanding for intelligence fund while it is discretionary among mayors how to utilize the fund.

During the LMP meeting last week, Evangelista explained to the mayors the importance of intelligence funds and community participation that would lay the groundwork for "force multipliers."

Reliable sources siad some mayors passed a petition to relieve Evangelista from the PNP provincial directorate during a closed door meeting with Gov. Erico Aumentado after the league's conference last week.

Evangelista revealed yesterday the crime situationer in Bohol and in Region 7 as collated by the Regional Intelligence and Investigation Division.

While Central Visayas has a high incidence of street and petty crimes (physical injuries and crimes against properties), the region has relatively low statistics in terms of murder, homicide, rape and other crimes.
