CON-ASS, CON-CON: THE SAME
DOG WITH A DIFFERENT COLLAR?

The proposal for Charter change (Cha-Cha) through a Constituent Assembly is dead. Now, leaders of the Administration party are proposing Cha-cha through Constitutional Convention (Con-con).

Under the Con-con proposal, delegates for the Con-con will be elected on May 14, 2007 to coincide with the mid-term elections.

The question that will likely crop up is whether or not the Con-con will not be the same with Con-Ass?

Assuming that there will be elections for Con-con delegates in 2007, will the people identified with politicians be elected as delegates? These include the relatives of congressmen, mayors and other politicians, their secretaries and even drivers of politicians.

If ever an election for Con-con delegates will be held, this writer proposes the following in order that the elected delegates will be credible. All relatives within the fourth civil degree of incumbent elective officials, their close associates including their secretaries and drivers should be disqualified from running as Con-con delegates.

Furthermore, the election for Con-con delegates should be held simultaneously with the October 2007 barangay election which is supposed to be non-partisan. It should not be held simultaneously with the mid-term national and local elections on May 14, 2007.

Without a credible election for Concon delegates, it is better not to hold it at all.

The defeat of Cha-cha through Con-Ass is a victory of the rule of law. The Philippine Constitution, the fundamental law of the land, should be respected. Likewise, the people's vigilance is vital in upholding the rule of law.

After a long wait, there is finally a bishop of the Diocese of Tagbilaran.

Most Rev. Bishop Leonardo Yuzon Medroso was installed last Thursday as bishop of the Diocese of Tagbilaran vice Msgr. Leopoldo Tumulak.

Bishop Medroso was formerly the bishop of the Diocese of Borongan in Samar.
