Top rebel official surrenders

  
 

USELESS FIGHT. Domingo Samuya alias "Ka Aryong" goes back to the fold of the law after he realized that joining the New People's Army was "a senseless journey." He takes his oath of allegiance before Prov'l Prosecutor Toribio Quiwag and Gov. Erico Aumentado, whom he surrendered to last Friday noon. With him are wife Vetaliana and their 17-year old daughter.
 

A high-ranking member of the Front 1 committee of the Communist Party of the Philippines - New People's Army (CPP-NPA) and known to be in the military's order of battle surrendered last Friday to Gov. Erico Aumentado after over 20 years in the underground movement.

Domingo Samuya, 49, also known as "Ka Aryong" and "Ka Boning" to his erstwhile comrades, negotiated his surrender through San Isidro town mayor and distant relative Roquillo Samuya who escorted the former rebel with wife, Vitaliana and their 17-year old daughter, to the residence of Gov. Aumentado mid-day last Friday.

The governor and Prov'l Prosecutor Toribio Quiwag administered his oath of allegiance at the governor's residence.

During an exclusive interview with the Chronicle, Samuya said he laid low from the communist movement on September 2005 after undergoing two operations on his kidneys.

   

The operation rendered Samuya vulnerable and at risk as his family also pressured him to return to the fold of the law.

The rebel returnee confessed participating in negotiations to collect revolutionary tax from businessmen during two decades as a communist "political officer".

As a political officer, Samuya said his main function was organizing farmers and workers groups, recruitment and propaganda, among others, which makes him a non-combatant most of the times.

Samuya bared that he started as an activist in the early 80's and went underground in 1985.

According to 302nd Brigade Commander Col. Arthur Tabaquero, who was instrumental in Samuya's surrender, the returnee was secretary of the Front 1 party committee.

NO CRIMINAL LIABILITY

Gov. Aumentado said "Ka Aryong" will live again as a free man having found no criminal charges filed against him by the government and the military and for having voluntarily surrendered.

Upon learning that "Ka Aryong" finally decided to surrender through Mayor Samuya, Gov. Aumentado immediately called Col. Tabaquero to remove him from the order of battle and to ensure the returnee's safety.

The governor hopes other members in Samuya's Front 1 will follow suit as the governor promised to provide assistance through the creation of cooperatives with the help of the Office of the Presidential Assistant on the Peace Process (OPAPP).
