City Vice Mayor Nuevas Montes presided the session which gave the chief executive the authority to explore a "design-build-operate" (DBO) agreement with private developers who are interested to invest on this major property bounded by BQ Mall and Alturas Supermarket along the main Carlos P. Ten of the fifteen Justices are appointees of President Gloria M. Arroyo. High tension pressure was exerted by public
pronouncements of GMA, Speaker Jose de Venetia and even earlier former President and Lakes Party Chair Fidel V. Ramos.

But in a breathtaking 8-7 slim decision, the Supreme Court showed a brave heart, intestinal fortitude and high - octaned gas tanks by junking the People's Initiative for Charter Change filed by the Lambino Group and ULAP. The decision shook the nation to its senses.
