PCL
is established primarily to establish a strategic and accessible
forum for giving life, meaning and substance to the concepts
of decentralization and local autonomy; crystallizing and
expressing ideas of primordial concern to the PCL and strengthening
public-private sector relations towards local development.
It
aims to bring the government closer to the people and vice-versa,
strengthening the rapport, camaraderie and brotherhood among
local legislators and to formulate, implement and coordinate
programs, projects and activities beneficial to the members
of the League and/or the general welfare of the people.
The
league also aims to promote the development of cooperatives
throughout the country to uplift the socio-economic condition
of the people; set-up a foundation for the benefit of the
members, their families and constituents as well as to undertake
fund raising projects and activities to support the PCL's
program and objectives
The PCL is committed to vigorously pursue its mandate through
observance of the Rule of Law; sharing of resources and experiences
beneficial to the members; and adherence to the principles
of consultative and collective decision-making.
To
attain the goals and objectives of the PCL, the following
functions shall be performed by each level within the organizational
structure.
National
Assembly
To
ratify amendments to the Constitution and By-Laws; elect all
the national Officers; and perform or do such acts or deeds
as may be necessary for the attainment of the goals and objectives
of the PCL.
National
Board
It
sets policy and program thrusts in the attainment of institutional
goals and objectives; amend or repeal the Constitution and
By-Laws subject of the ratification by the National Assembly;
impose disciplinary actions against erring members and provide
penalties therefore; confirm all PCL appointments; render
reports to the members during the national assembly; and Perform
such other functions as may be determined by he National Assembly.
It
is also tasked to disseminate the resolutions, directives
or decisions of the General Assembly.
National
Executive Officer
He
shall be the chief administrator of the PCL; implement, execute,
and enforce the objectives and goals of the PCL, the rules
and regulations and directives laid down by the National Board;
sign contracts, agreements, acts and deeds for and in behalf
of the PCL with the concurrence of the Chairman of the National
Board; preside over the meetings of the National Executive
Officers; render annual report or as often as may be required
by the National Board; and such other functions as may be
prescribed by the National Board.
Regional
Council
It
shall coordinate implementation of approved plans, programs
and projects within its jurisdiction; assist the National
Executive Officers in the monitoring and evaluation of projects
being implemented at the provincial federation level; recommend
to the National Board such policies, plans and programs that
will strengthen the organization; and perform such other functions
as may be prescribed by the National Board.
Provincial
Federation
It
is tasked to implement plans, programs and projects within
its jurisdiction;
Recommend to the Regional Council policies, plans and programs
to strengthen the organization; and Perform such other functions
as may be assigned by the National Board or Regional Council.
