Public cries out for police action

City residents are clamoring for a more effective drive to comb the rising criminalities in the city during the past three weeks.

The latest incident claimed the life of a marketing and sales executive of Bohol Tropics Resort Club who was gunned down in cold blood after parking his car in front of his residence along JS Torralba st., this city early Monday dawn.

The latest victim identified as Jack Arat, 30, suffered a single gunshot wound which caused severe bleeding. He was pronounced dead five hours later at the Gov. Celestino Gallares Regional Hospital, this city.

The victim who started as a dance instructor was a trusted senior staff of Bohol Tropics Resort Club who was acting also as event organizer.

Police theorized robbery as the motive behind the incident as Arat came from an event he organized for the town fiesta celebration of Dauis that evening. In fact, he was allegedly encashed some amount at a city Caltex station after which he and a companion went to the Blind Massage Clinic along Tamblot St., this city.

From the massage clinic, he drove to his residence where he was gunned down.

   

An eyewitness of the incident noticed the lone gunman running from the gate towards the City Central Elementary School. He described the suspect as 5'6", medium built and was wearing a black hood and light-color jacket.

The incident came as the latest after other incidents involved the robbery hold-up modus operandi victimizing Buen Villa Pension House, Tagbilaran Puriculture Center and Borja Hospital.

The suspects barged into the establishments at night time victimizing night shift personnel.

At the Borja Hospital, the security guard identified as Vicente Orivillo, 36, of Al Nino Security Agency was divested of his 9mm service firearm by the three armed suspects last Saturday evening.

According to police, two of the three perpetrators had firearms of unknown caliber while the third suspect had a knife.

The three armed suspects approached the guard pointing their weapons and told him to yield his 9 mm gun.

The hapless security guard was stabbed in the arm before the three suspects fled.
The suspects remain unidentified.

The past week, an armed robber burglarized Buen Villa Pension House and attempted to rape the cashier.

In another incident, an armed suspect also robbed employees of the Maternity Puericulture Hospital of their valuables after the hospital's security guard slept on duty.

Until now, police have not identified suspects.

ORDERS ARREST

City mayor Dan Lim rushed home from the United States after hearing the series of crimes in the city.

He immediately issued City PNP Chief Jacinto Cesar to solve the latest murder case within 72 hours. He likewise appealed for the residents to cooperate in the on-going investigation conducted by police operatives.

Lim urged barangay tanods to cooperate with the city police force in crime prevention.
The mayor said he will limit the operation of "sky's-the-limit" barbecue stands to 12-midnight.

POLICE CAPABILITY

Insp. Cesar admitted in an interview over dyRD said that the City PNP lacks mobility and has limitations with its patrols.

Most of the City PNP's vehicles could not be used, the police chief said.

However, Insp. Cesar stressed there has been no question regarding City Hall's support to the police. Requisitions such as gasoline supply are granted immediately, he said.

LAW IMPLEMENTATION

The city government is planning to purchase new police cars. In fact, an appropriation was approved by the 9th Sangguniang Panlungsod for the acquisition of six police vehicles.

Kag. Danilo Bantugan said in an interview that a review of the ordinance will be made in today's session.

An existing ordinance setting a ban on the selling of liquors will have to be strictly implemented, according to Bantugan. Likewise, the curfew on minors will also be reviewed by the lawmakers.
