PCL HISTORY

(Last of Three Parts)

For the last two Wednesdays, we featured the evolution of the Philippine Councilors League (PCL). Then we tackled on its organizational structure and functions.

In closing this three-part series, we shall now delve on the various PCL positions in the provincial and regional level. It is interesting to note that all the provincial PCL positions are at stake this coming Aug. 28 in an election to be supervised by the Department of Interior and Local Government.

As of today, the election for PCL president has narrowed down to a three-cornered fight including re-electionist Pres. Brigido Imboy who is fully backed by wife, Mayor Mae Imboy of Loay, and brother Lucio Lim. Imboy is doing the rounds with old buddy Ruben Ungab of Sikatuna; Garcia-Hernandez Kagawad Tita Gallentes who is cris-crossing around the province together with Catigbian Councilor Doris Obenia, former Dimiao Councilor Robert Peligro and self-confessed man Friday, Mel Banal; and yours truly, who is operating guerilla style alone lest we be ambushed along the way unlike what Imboy and Galentes are doing.

On Aug. 25, we shall be calling for a press conference to divulge our complete line-up in the PCL elections. In the meantime, we engaged Imboy and Gallentes, who appear to be slugging it out money for money, in a protracted political battle being the underdog in the PCL race.

We hope to gain our strength from the country sides before reaching the strategic stalemate on Aug. 28.

What are the positions at stake in the PCL provincial federation elections?

The Provincial PCL Federation, as implementor of various programs, projects and activities at the provincial, city and municipal levels, is composed of the following officers: Provincial Federation-President; Provincial Federation Vice-President; Provincial Federation Secretary-General; Provincial Federation Treasurer; Provincial Federation Auditor; Provincial Federation PRO; eight (8) Provincial Federation Directors and a Business Manager.

For purposes of political expedience, the position of vice-president has been divided into three for the congressional districts in the province. The no. 2 spot is called executive vice-president who is the real vice-president. The district vice-presidents are only nominal.

In the regional level, the PCL officers are composed of Regional Council Chairman; Regional Council Vice-Chairman; Regional Council Secretary-General; Regional Council Treasurer; Regional Council Auditor; Regional Council PRO and nine (9) Regional Council Directors.

There are two sets of officers in the national level. There is a national board which is the PCL policy-making body composed of a National Chairman, National Vice-Chairman, Vice-Chairmen for Luzon, Visayas, Mindanao and NCR, HUCC/ICC, National Board Secretary- General and sixteen (16) Regional Council Chairmen.

There are also national executive officers to implement policies and programs approved by the National Board and manage the day-to-day activities of the PCL. It is headed by the national president.
