Probe on jailguard to region

An investigating team from the Bureau of Jail Management and Penology (BJMP) regional office will investigate this week the complaints of female inmates at the City of Tagbilaran Rehabilitation Center (CTRC) against alleged abuses of a jailguard.

During the Sangguniang Panlungsod (SP) committee on protective services committee hearing last Friday, committee chair Kag. George Olario agreed with CTRC warden CInsp. Neil Avisado to allow the BJMP regional office to conduct a fair and independent inquiry into the charges of maltreatment of female prisoners by one of their guards.

The committee hearing was attended by kagawads Oscar Glovasa, Edi Borja, Edgar Kapirig and the accused jailguard.

   

The jailguard strongly denied the allegations of three female inmates who disclosed to Olario and Glovasa during their inquiry at the CTRC last week that the accused guard touched their private parts everytime they make requests.

During the said hearing, Avisado informed the committee that the regional office will not only be investigating the jailguard but also the conditions of the CTRC.

Olario told the Chronicle that their committee report, based on their interview of the female prisoners, will be endorsed to the BJMP investigating team for their evaluation.

It is up to the agency to decide on the case, Olario explained.

Olario also reported that through the help of the city government, a telephone line is already installed at the CTRC.

FRAMED UP?

Close kins of the jailguard told the Chronicle that the suspect is a victim of a "frame up" done by some inmates inside the CTRC.

Jealousy could be the root cause of the false accusations lodged against the suspect, they said. The suspect is a registered nurse and has completed formal schooling in jail management.

The angle of a "frame up" was already relayed to the committee investigating the matter.
