HUMAN SECURITY

 

It's rather unfortunate to know that the sprouting number of possible contenders to the presidency of the Philippine Councilor's League (PCL) has dwindled as the PCL elections draw near.

As of yesterday, there are only four remaining contenders floated including Loay Kagawad Boy Imboy who is seeking for re-election, Garcia-Hernandez Kagawad Tita Gallentes, Jagna Kagawad Senen Lloren and yours truly.

It remains to be seen who will reach the finish line.

City Mayor Dan Neri Lim left for Manila yesterday morning after his weekly "Mayor's Report" to catch up his flight for the US last night. The city mayor will be back three days later.

Lim emphasized that he will give Czar Amonsot the much-needed mental toughness in time for his fight on July 21 and to play the father figure of the Tagbilaran pugilist as he takes a crack of the world crown in boxing.

We teased the city mayor before his departure that he is leaving just as the Human Security Act takes effect.

Speaking of the Human Security Act, we already discussed some of its features in this corner several issues back but it is worth mentioning here that the said law will take effect today, two months after the last political exercise.

To the uninitiated, the Human Security Act of 2007 is also known as the anti-terrorism law. It is a piece of legislation required by countries considered an ally to the United States in its worldwide campaign against terrorism.

The new law is met with mixed reaction especially to its implementors and groups felt being targeted by its might.

Salient features of the law, embodied under Republic Act 9372 which was signed into law by Pres. Arroyo last March 6, include the three-day detention period for suspected terrorists by law enforcers without violating the rights of the accused against arbitrary detention.

It also allows wire-tapping upon a proper court order which diminishes some provisions of Republic Act 4200 otherwise known as the anti-wire tapping law.

The crime of terrorism includes piracy in general or mutiny in high seas; rebellion or insurrection; coup d'etat, including acts committed by private persons; murder; kidnapping and serious illegal detention; and, crimes involving destruction such as arson. It carries a penalty of 40 years of imprisonment without the benefit of parole.

ADVISORY. All roads today will lead to either Taloto District or Balilihan town. Rep. Edgar Chatto and his mother, Mayor Victoria Chatto will lead the grand reception of fiesta goers today in honor of Our Lady of Mt. Carmel.

Punong Barangay Faro Cabalit will also have his hands full in today's vespers day in Barangay Taloto this city.

Meanwhile, the nightly activities at the wharf area continues as the Sandugo Festival shifts to high gear.
