Gov.
Erico Aumentado announced Friday that P73-million has
been released for the purchase of lots for the Panglao
Bohol International Airport (PBIA).
The
fund release was likewise confirmed by the Project Management
Office of Panglao Airport Development Project.
According
to the governor, during his weekly "The Governor
Reports", the lot acquisition process should be
finished by December this year.
This after Pres. Gloria Macapagal Arroyo told the governor
that she wants the bidding for the infrastructure works
of the airport to be done next year.

Aumentado
said the President wants the project to be completed by April
2010, in time for Arroyo's birthday.

The
P73-million funding is part of the P97.5 million, under
a Special Allotment Release Order (SARO) of the Department
of Budget and Management (DBM), representing the second
and third tranches for the airport project.

Task Force Chair Atty. Jose Torralba said during a meeting
last Thursday that by the first week of August, it is
expected that affected lot owners who have already completed
the documents needed for the sale of their properties
will receive the payments.

Meanhwile,
in a separate interview over dyRD's Pulso, provincial legal
officer Handel Lagunay said the task force is coming up with
a policy for the implementation of a socio-economic program
that will benefit the lot owners who will be displaced by
the project.
In
fact, aside from the resettlement site provided by the provincial
government, trainings for livelihood is part of the social
preparation of those households that will be relocated.
'AIRPORT
CANNOT BE REALIZED'
Former
OIC Gov. Victor dela Serna said the Panglao airport can never
be realized.
With
the present budgetary deficits of the Arroyo administration,
Dela Serna said, it is impossible to realize the Panglao airport
project.
He
bared this during last Thursday's "Alarma", a monthly
radio program of the Bohol Tri-Media Association held at the
Prawn Farm at the Island City Mall.
He
said the desire of constructing an airport in Panglao started
since the time of former Gov. Constancio Torralba.
Lots
have been purchased since then, according to Dela Serna.
The
former OIC governor instead offered free legal assistance
to lot owners who do not want to sell their lots to the government
for the project.
He
said, the buying price of their lots, pegged at P60 per square
meter, is too low. In fact, Dela Serna claimed he could negotiate
for a much higher price.
Dela
Serna also noted that of the P60 per square meter paid to
the lot owners, P20 of which is taken for notarial fees.
