Former Gov. Rene L. Relampagos, who sounds quite disgus-ted on the conduct of the last May 14 elections, appeared to be hanging his gloves in politics after 13 years of service in government.

Relampagos who lost in his congressional bid against the son of last termer Rep. Eladio Jala in the third congressional district, told the Chronicle yesterday that the "irregula-rities which marred the elections" pushed him to

concludethat it is indeed difficult to fight the "establishment," referring to the Commission on Elections which he branded as "bias to those in power."

10 killed, 16 hurt
as man runs amok

TACLOBAN CITY. A 39-year-old jobless man believed to be mentally deranged went on a killing spree in an interior village in Calbayog City, Samar, hacking 10 people to death and wounding 16 others in an hour-long rampage yesterday, police said.

Chief Inspector Aniceto Tecbobolan, Calbayog police chief, identified the amok, who is now in police custody, as Danny Guades of Barangay (village) Gadgaran.

Raps filed vs. 2 cops linked in
suspected goons release

Administrative charges were filed against two police officers who were held responsible in releasing two suspected "goons" identified with a politician in Albur town.

The complaint was filed by Albur Kag. Jet Ugdoracion, son of elected Mayor Jose Ugdoracion, at the Bohol Police Provincial Office (BPPO) in Camp Dagohoy last Wednesday.
