The
congressional race in the third congressional district is
a close fight between former Gov. Rene Relampagos and lawyer
Adam Jala, son of last termer Rep. Eladio Jala.
Relampagos
who has been a consistent survey leader pooled 14,249 votes
as of 6 o'clock last night at the NAMFREL tabulation center.
He was leading by 571 votes as election returns from 224 precints
were tabulated last night. Some 920 precints are still to
be canvassed of its election returns.

The
initial results cover only 20% of the total number of
precints scattered in the 19 municipalities under the
said congressional district.
Relampagos,
during an interview with the Chronicle yesterday bared
that his political leaders fear of ballot switching
after a highly placed source informed him that the incumbent
congressman was able to procure blank official ballots
from the Comelec.
He
further said that because of the expected small margin,
ballot switching is being prepared on said eventuality.

The
former governor alerted his men in four municipalities where
the ballot switching is reportedly being planned. These are
the towns of Sierra-Bullones, Lila, Duero and Bilar.
He
appealed to the electorates to be vigilant until the last
ballot is tabulated by the municipal board of canvassers up
to the provincial board of canvassers.
Meanwhile,
the three other congressional bets are BM Dionisio Balite
who pooled 7,741 votes, lawyer Alexander Lim, 3,379; Rigoberto
Madera Jr, 94 and Victoriano Inte, 54.
