Charges vs. school staff on rape case

An administrative complaint will be filed against an employee of Dr. Cecilio Putong National High School (DCPNHS) who is one of the accused in sexually assaulting two female students last September.

Tagbilaran City Schools Division Superintendent Dr. Elpidio Jala directed DCPNHS principal Concepcion Bagotchay to initiate administrative charges against one Venancio Lauron, an administrative aide of said school.

Lauron is charged with rape by a 15-year old second year student of DCPNHS at the City Prosecutors Office.

   

However, Jala wants the administrative case to proceed independently from the criminal charges as he learned that the suspect is still reporting for work.

The suspect, together with a utility worker of DCPNHS identified as Rodel Terec allegedly raped two second year students at the employees' quarters of said school last September 17.

Jala expressed dismay to learn that the two minors stopped attending their classes allegedly after learning that the accused school employees are still reporting for work.

In a memorandum to Bagotchay, the schools superintendent said the rape victims should be given assistance and encouraged to report back to school.

If the students, however, chooses not to attend regular classes both can be enrolled in special classes offered by other public high schools here.

In their affidavits, the two students said that last September 17, around 3 p.m., they entered the employees' quarters of DCPNHS to charge their cellular phones.

The two knew another school employee who allows them to charge their phones at the staff quarters.

According to the victims, Lauron and Terec entered the quarters and raped them.

Two school employees witnessed the incident through the staff quarters' window.

A student also claimed to have seen the incident.
