Bidding
defects on pool, court rectified
The
discrepancies of bidding and awarding of the rental for swimming
pool and tennis courts of the province was said to be an "honest
mistake," or a typographical error, said the government
properties committee of the Sangguniang Panlalawigan.
Board
Member Alfonso R. Damalerio II said in an interview Friday
that the "honest mistake" on the part of the secretariat
of Bids and Awards Committee (BAC) was already rectified.

Damalerio
discovered that the awarding of the winner to rent the
swimming pool facility was done first prior to competitive
bidding.
Damalerio
took notice that the provincial BAC awarded the swimming
pool to Bohol Institute of Technology (BIT) on June
21, 2007 while the bidding was conducted on July 5,
2007 after the report of the government properties committee
chaired by Amalia R, Tirol. He told his colleagues these
are conflicting dates that led to a question, which
came first the bidding or awarding.

Damalerio
said the bidding was held on July 5, 2007 and the awarding
followed thereafter on July 21, 2007 and not on June 21, 2007
as earlier reported. He said that it was a clear typographical
error but he reminded the BAC to be careful because bidding
involves sensitive concerns. This came after the said committee
chaired by Board Member Amalia Tirol met for the purpose of
verifying the discrepancy.
BAC
Resolution No. 1720, furnished to the board members, said
that the awarding of the swimming pool to BIT was on June
21, 2007 while the conduct of its bidding was set on July
5, 2007 based on the Contract of Lease (COL) between the province
and the awardee under BAC Reference No. 395.
The
awarding of the swimming pool was contained in said Resolution,
series of 2007, signed by Rosalinda B, Yu, officer-in-charge-chairperson;
Laura S. Boloyos, BAC vice-chairperson; Reynard Namocatcat,
legal officer and BAC member; Dr. Greg Julius Sodusta, provincial
health office-member; Felix Mejorada, administrative officer-member;
and a certain PMO end-user, whose name above his signature
did not appear.
The
said BAC Resolution was approved by provincial administrator
Tomas D. Abapo Jr., apparently representing Gov. Erico Aumentado.
Under
the Contract of Lease (COL), the rent for the swimming pool
is pegged at P30,000 a year and P5,000 for each tennis court.
The said contract separately stipulates that the lessees shall
rent the swimming pool and tennis courts for a period of three
years "renewable at the discretion of the lessor"
(province).
It
(COL) allows the lessees to introduce improvements of the
facilities "upon written notice to and prior approval
of the lessor." (RVO)
