supplemental budget okd w/out papers

By
a unanimous vote, the Sangguniang Panlungsod (SP) approved
on Wednesday the much talked about supplemental budget
requested by City Mayor Dan Lim.
While
councilors who earlier challenged the request for additional
budget have voted in favor of the fund release, they
vowed it would be the last time that city lawmakers
would be made to approve a budget request that is not
supported by a program of works.
City Vice Mayor Jose Antonio Veloso himself declared
during an interview over dyRD's top-rated "Inyong
Alagad" on Thursday that government guidelines
required of legislative bodies in approving budget requests
must be strictly followed and complied by the requesting
party.

Supplemental
Budget No. 5, series of 2007, amounting P10,803,024 was endorsed
by the mayor since October 3.

Veloso
explained that contrary to claims that the SP delayed
deliberations of the mayor's request, it was because
there has been a demand for a program of works from
the city engineer's office which was not promptly complied.
Likewise,
Veloso, who chairs the SP committee on appropriations,
had to assume as acting mayor for three weeks when Lim
was in the United States for the Institute for Solidarity
in Asia (ISA) global governance summit.

In
fact, it was the city council which recommended that deliberations
on the supplementary budget request be deferred until the
vice mayor could reassume his post.
The
supplemental budget intended for funding of the city's multiple
intelligence program, payment of road lot (at Calceta and
Rizal Streets), transportation vehicle for the City PNP, sports
activities, repair and maintenance of city roads and early
retirement package of city government employees.
