The
Korea International Cooperation Agency (KOICA) of the
Republic of Korea and the National Irrigation Administration
and the provincial government of Bohol yesterday signed
the record of discussions on the feasibility studies
and detailed design on the improvement of Malinao Dam.
Kim
In, leader of the implementation team represented KOICA,
while NIA Administrator Marcelino Tugaoen Jr. represented
NIA and Governor Erico Aumentado represented the provincial
government of Bohol in the signing ceremony at noontime
yesterday at the Tarsier Hall in Bohol Beach Club.

The
terms include the grant of not more than US$1 million from
the Korean government.

The
Korean Implementation Survey Team organized by KOICA stays
in the country since November 25 to 29 to work out the
details of the project, the record of discussions cited.
The
team had a series of discussions with the National Irrigation
Administration and the provincial government of Bohol
on the desirable measures that the Korean government
and the Philippine government shall undertake in implementing
the project for 12 months in the municipalities of Pilar
and Trinidad.

As
what had also been discussed, details of the project will
serve as the terms of reference that the representatives will
present to their respective governments.
The
project intends to contribute to the improvement of Malinao
Dam and irrigation facilities by providing the feasibility
studies and detailed design, improve technology related to
water resources development in the country by sharing Korea's
experience and knowledge on the same area of technology, and
strengthen the relationship and cooperation between Korea
and Philippines.
Implementation
of the project includes a review of the preliminary plan for
improvement of Malinao Dam and irrigation facilities including
spillway and intake tower, conduct of detailed investigation
and survey, preparation of detailed engineering design and
cost estimation, preparation of construction drawings and
specifications, preparation of bidding documents, preparation
of implementation and financial plan, training of managers
and engineers in Korea, and provision of equipment.
The
Korean government will train five managers for one week and
ten engineers for two weeks in Korea during the project period.
The
Philippine government shall also assign counterpart personnel
to the Korean experts that include a project manager, hydraulic
structural engineer, hydrologist, geotechnical engineer, cost
estimator and electro mechanical engineer.
Site
survey and analysis runs from the first year up to the fifth
and a half year, while inception report will be submitted
on the second year, then the review of the feasibility study
will be from the first year up to the fifth and a half year.
The detailed design and preparation of bidding documents will
be on the third and a half year up to the brink of the 12th
year, while the draft of final report will be submitted on
the 10th year. The Final report and final evaluation will
