There
has to be an existing ordinance to be repealed or amended
to carry out a referendum.
This
was the statement made by City Local Government Operations
Officer Mardonio Roxas during an interview over dyRD's Inyong
Alagad yesterday.

According
to Roxas, the Sangguniang Panlungsod (SP) adopted an
ordinance last year for the city's New Growth Center.
Considering
the amount involved for the project, City Mayor Dan
Lim declared to submit the New Growth Center development
project to a referendum.
The
city will borrow a total of P770-million for the land
acquisition and infrastructure of the project.
The
loan will be payable in 15 years with an interest amounting
to about P1-billion.

REFERENDUM
PROCESS
A
referendum or initiative that will affect an existing law,
resolution or ordinance passed by a legislative assembly,
such as the Sangguniang Panlungsod, has to be approved by
at least 10 percent of the registered voters of the local
government unit (LGU).
In
the case of Tagbilaran City, there are 41,848 registered voters.
From which, 10 percent must approve the proposed project through
a signature drive.
Each
barangay in the city must be represented by at least 3 percent
of its registered voters.
The
Commission on Election (Comelec) will supervise the referendum
and may set a special registration day at least 3 weeks before
the scheduled referendum.
The
Comelec Registrar will verify the signatures on the basis
of the registry list of voters.
