RARE CASE
Town councilor runs
for barangay captain

   
 

An incumbent Panglao councilor is running for barangay captain, a very unusual decision baffling even his supporters.

Councilor Cirino Hormachuelos campaigned hard and won his third and last term as a Sangguniang Bayan (SB) member in the last May 14 election only to file last week his candidacy for barangay chairman of Bil-isan.

There has been no report yet of a case similar to that of Hormachuelos as far as the coming barangay election in Bohol is concerned.

The only similar case known earlier was that of then incumbent Danao Councilor Romulo Cepedoza who ran for barangay captain and grabbed the municipal ABC presidency to prove their political might.

Cepedoza is now the ABC head in Bohol and sits in the Sangguniang Panlalawigan (SP) following the sudden death of Provincial Board Member Cariso Camacho.

   

Hormachuelos explained to the Chronicle in an exclusive interview that he just wants to "directly serve the people."

However, he is interested to sit again in the municipal council if he wins in the barangay polls this October 29 and is pushed to the municipal presidency of the Association of Barangay Councils (ABC).

The present Panglao ABC head is the barangay captain of Tawala, Ranulfo Milallos.
Hormachuelos and Milallos belong to the camp of returning Mayor Benedicto Alcala and Vice Mayor Pedro Fuertes.

He is fighting two women candidates for the barangay chairmanship, namely, incumbent number one barangay kagawad Bernadette Sarahina, who is a younger sister of defeated independent mayoralty bet and former town Councilor Marilou Sarahina-Bungabong, and Lorelie Hormachuelos, who is the wife of his cousin.

Bil-isan's last-termer captain is Lucas Milana, who is no longer qualified for reelection.

The lady Hormachuelos is reportedly an ally of former mayor Doloreich Dumaluan.

Hormachuelos (Cirino) said he is not considered resigned until he takes his oath, as the case may be, as an elected barangay captain.

Thus, he can still return to his original seat in the municipal council if in case he is defeated in his barangay bid.

Should Hormachuelos win as captain, the mayor could appoint somebody to complete the municipal council.

The SB has only eight members elected at large since the municipal presidents of ABC and Sangguniang Kabataan (SK) are ex-officio members of the council.

Dumaluan's wife Malou placed ninth in the last May 14 polls for councilors, but Hormachuelos hinted that the mayor would naturally appoint a group fellow. (ven rebo arigo)
