BASIC PARLIAMENTARY PROCEDURE
(SUKARANAN NGA PAMAAGI SA KAGULA)

 

Proem

Last Friday, April 8, 2008 I was in Cordova, Cebu for our ongoing training of the Elementary School Teachers for teaching strategies in Sugboanon Bisaya.

I was surprised when I was asked by a school teacher how to translate in Sugboanon the following mathematics question for Grade I. "What is the value of 4 in the number 254, 213?" She said that it was an actual question asked of Grade I pupils in the national evaluation test.

What surprised me was not the question and the level of difficulty but the totally "English" manner of framing the question. I'm sure the pupils would not know what is meant by the question.

In an English sentence, the meaning is to be discovered in the sentence. In Sugboanon Bisaya the meaning is to be found in the "intention" or "idea" of the speaker. The proper mind set must be first achieved so the pupils can understand.

I translated the question in the following manner: "Adunay kaiphan nga 254,213. Pila man ang nahót (value) sa 4 pinasikad sa pahilúnà sa halitang (digit)?" (There is a number 254,213. What is the value of 4 based on the digit placement? [Ans: 4,000].

All the teachers agreed that the Sugboanon manner of framing the question was understandable to the pupils.

I am sure that the "Manila people" who prepared the test questions just lifted the question from an American book and assumed that the English mind-set is the same as the Bisayan mind-set. The apparent ignorance of the test administrators of the difference in mind-sets causes the Philippines to be 2nd to the last in Asia. The Philippines used the English questions while other countries translated it into their own language it their proper mind-set.

Minutes (Laktod)

What is meant by the minutes of a meeting? (Unsa ang kahulogán sa láktod sa tigom?)
Ang laktod mao ang minatuod nga mga sinulat pahinumdom sa kapunongan mahitungod sa mga kahimoan, mga buyá (project) nga napatuman, gipahilúnà nga mga laraw,
kinatibúk-ang kalamboan (general growth) ug ubang minatuod nga mga kahimoan.

Question (Pangutana): What are usually the contents of the minutes? (Unsa ang sagad nga anaa sa láktod?)

Answer (Tubag): These are the usual contents of the minutes (Mao kini ang sagad nga sulod sa laktod);

1. Ngalan sa kapunongan, adlawán (date), dapit ug taknà sa tigom.
2. Itataw ang matang (kind) sa tigom - nasandan (regular) o linain (special).
3. Mga ngalan sa mga sakop nga mitambong (present), mga sakop nga lang-at (absent) ug mga dumuduóng (visitors).
4. Mga ngalan sa Tigdumalang Punoan (Presiding Officer) ug Kalihim (Secretary).
5. Pahayág (manifestation) kon nabasa ba ang laktod sa miagi nga tigom o walâ ba basáha.
6. Ang tanang hanyag (motion), gisagóp o walâ, lakip ang nipasáka sa hanyag. Ang mga midason (seconders) dili na kinahanglan iapil.
7. Daklit saysay (summary) sa mga tahô (reports) sa nagkalainláing hugpong (committee), gawas kun may gipatabán nga sinulat nga tahô.
8. Sa piliay (election) sa mga punoan (officers), ang gidaghanon sa ilim (vote) sa mga pili-onon kinahanglan masulat sa talaan (written in the records).
9. Taknà sa pagtapos (Time of adjournment).
10. Tukmang lagdà (signature) sa Pamuno ug Kalihim.

Reading of Minutes

Ang pagbasa sa laktod (Reading of minutes) mao ang pagpadayag sa mga kasulatan sa miaging tigom atubangan sa panagtapok, aron kadtong walâ makatambong o lang-at, masayod sa nahitabô. Mahibaloan usab dinhi kon aduna bay mga bulalon (correction), o pagbatol (amendment) nga angayan nga himúon.

Kun giaporan ang matagsakop sa sinulat nga laktod, mahimo nga biyaan na lang ang pagbasa sa laktod. (If everyone is given a written copy of the minutes, it is allowable to dispense with the reading of the minutes).

Hinuon, kinahanglan nga adunay mohanyag, dasonan, og iliman sa yanong uda-uda. (However, it is necessary that there will be a motion, duly seconded, and voted by simple majority).
