No permit for "salvage" violators

 

No less than eight resorts and bars have violated the 20-meter salvage zone and as a consequence were not issued their business permits by the office of the Panglao mayor.

Mayor Benedicto Alcala said that these establishments have not demolished structures which have violated the basic requirement of a 20-meter distance from the shorelines.
He identified these establishments as Oops Bar, Bohol Divers Resort, Genesis/Hayahay Resort, Trudis Place, Jasz Alonaville Bar & Resto, Alona Seaside Restaurant, Casanove Gift Shoppe & Resto and Dominguez Beach resort.

   

During a meeting called with officials of the Department of Environment and Natural Resources (DENR) last week, Mayor Alcala issued his "final appeal" to resort/bar operators to voluntarily demolish their structures.

The local government has the police power to demolish structures within the 20-meter salvage zone, according to PENRO Edgardo Inting.

Observers noted that not included in the list of the 20-meter zone violators was Dumaluan Beach Resort owned by former Mayor Doloreich Dumaluan, of which closure indicated a high profile in media since police authorities from the region implemented the order for closure of the resort last year. However, the resort reopened after it paid penalties on its violations cited in the closure order.

Asked to comment on this, Mayor Alcala said he could not get a categorical stand of the DENR regarding the three-storey building at the Dumaluan Beach Resort which was earlier questioned by authorities. On other violations of said resort, Mayor Alcala said the resort owner has paid the LGU some P100,000 as penalties (duly receipted by the municipal government). Alcala could not issue a categorical statement on whether the former mayor violated the 20-meter salvage zone or the height limitation of buildings constructed at the beachfront.

The DENR has scheduled another meeting with resort owners after last week's meeting failed to reach an agreement since most of those who attended were representatives of the owners and not the property owners themselves.
