The ascendancy of Davao City Rep. Prospero Nograles (Mayor Rodrigo Duterte's "bestfriend") as the new leader of the House of Representatives brings us back to that Makati hotel episode when a neophyte congressman was caught with a well-known female media personality after detectives hired by the irate husband, who is the congressman's campaign manager, barged in.

Caught in a very uncompromising situation, the congressman, still in his underwear, the congressman frantically scrampled for the exit earning him the monicker, "burlesk king".

Well, friends, that congressman was elected early dawn yesterday as the new Speaker in the House of Representatives after Jose de Venecia was unseated of the post he dearly held for the last three Congresses of the Republic of the Philippines.

There is no argument against the fact that Nograles is not only a man of checkered past but he also has the propensity of wrenching power grab not to mention his close association before with the rumored extortionists in the Lower House called as the "Gang of four".

Perhaps, the only credential of Nograles in bagging the highest post in the House of Representatives at the expense of de Venecia is his being a bar topnothcer and classmate of First Gentleman Mike Arroyo at the Ateneo Law School.

Let's see what can Noglares as a leader of the House lorded over for more than a decade by de Venecia who is the epitome of the consummate "trapo".

Judges, prosecutors and members of the bar in Bohol will flock to Ormoc City today to join the 8th Eastern Visayas Regional Convention hosted by the Integrated Bar of the Philippines and the Occidental Leyte Bar Association.

Chief Justice Reynato Puno of the Supreme Court will be the keynote speaker during the gathering which will be followed by a two-day seminar on Mandatory Continuing Legal Education (MCLE).

IBP-Bohol Pres. Jun Sales will lead the Bohol delegation of judges, prosecutors and lawyers who will be attending the affair bearing the theme "Laywers: Vanguards of Civil and Political Rights".

Among the salient topics to be discussed during the 18-unit MCLE seminar are the new rule on the Writ of Amparo, DNA testing and updates on the Land Registration Act.
Speakers include Court Administrator Zenaida Elepano, Assistant Court Administrator Nimfa Vilches, DOJ Undersecretary Linda Malenab-Hornilla, UP Law Professor Harry Roque and CA Justices Magdangal de Leon and Noel Tijam.

Registration fee inclusive of the MCLE seminar is P4,000.
