'Enforce illegal tops ban'

  "The city chief executive should enforce an existing ordinance prohibiting the discharge of household and commercial wastes into the city's drainage system and penalize violators."

This was the call made by City Councilor Zenaido Rama during a
privilege speech at the Sangguniang Panlungsod (SP) session last Monday.

A former close ally to City Mayor Dan Lim, Rama urged the mayor to create a task force who will inspect and disconnect identified drainage taps coming from some 30 residences and business establishments from VP Inting Street to CPG Avenue (North).

Rama presented a proposed resolution calling for the enforcement of City Ordinance C-205 which prohibits and penalizes illegal drainage connections.

However, fellow lawmakers identified with the majority bloc Oscar Glovasa and Danilo Bantugan dismissed the proposed resolution saying that the mayor has already informed them that a task force was already being formed.

Before the session, Vice Mayor Jose Antonio Veloso requested the city councilors to prioritize the proposed 2008 budget and that no measure or legislation be taken up until it was enacted. Hence, Rama's measure was shelved.

   

Glovasa, who chairs the appropriation and engineering committees and the author of City Ordinance C-205, said he will be meeting with the mayor and City Administrator Walter Toston regarding the matter.

In his speech, Rama said that City Ordinance C-205 has to be enforced "due to the urgent need to clean the city's drainage system which overflows to the streets and households in low-lying areas during heavy rains."

He said there is no assurance yet as to when the Drainage Outfall connection at San Jose Street will be completed.

"Granting the civil works at San Jose Street be completed, we still have to construct a waste water treatment plant at the outfall," Rama stressed.

City Ordinance C-205 requires a team of inspectors to be spearheaded by the City Health Office and City Engineers Office for its implementation.

The ordinance, which has been adopted since June last year, follows provisions under the National Building Code which prohibits the discharge of sewage into the drainage system.
