Fast track waste facilities - Lim

The much-needed construction of two waste facilities in the city may soon be realized as City Mayor Dan Lim ordered to fast track its bidding.

Speaking during his weekly "Mayor's Report" yesterday, Lim said city consultant and former Vice Mayor Nuevas Montes is personally heading a team to process requirements for the construction of the waste water treatment plant and the waste recycling facility.

Citing government bureaucracy as reason for delays in the realization of the project, the mayor said he wants the two priority projects pass through review with the National

Economic Development Authority (NEDA) and the Regional Development Council (RDC) for the bidding process to begin.

For the past two weeks, requirements for bidding of the sewer treatment plant has been processed by the city government.

Lim said Montes is closely coordinating with City Administrator Walter Toston, City Planning and Development Coordinator Eduardo Macalandag, City Engineer Pianicita Castolo, Budget Officer Rosemarie Palma and City Treasurer Visitacion Acero to implement the project the soonest possible time.

   

"[We] are working as a team to start the project", according to Lim saying that the Sangguniang Panlungsod is granting him authority to negotiate or enter into a loan agreement with financial institutions for the water treatment facility project.

According to the mayor, the waste water treatment plant will go hand in hand with the waste recycling facility to be built in barangay Taloto, this city.

Estimates by city environmental consultant Engr. Cecil Corloncito pegged the water treatment project at about P100-million.

He said an ordinance needs to be crafted for the recycling facility, under the Integrated Solid Waste Management Program of the city.

Public consultations are currently ongoing at the project site, according to Lim.

The recycling plant will be built and operated by a German firm for a specified number of years.

"In two or three weeks, the two important projects will take off," he added.

The mayor said the solid waste disposal facility will be opened for neighboring facilities who may opt to dispose their solid wastes instead of the planned Cluster Sanitary Landfill in Albur.
