The 10th Sangguniang
Panlungsod held its last regular session on a Monday last Monday. This after Proposed
Ordinance No. 11-08 was unanimously approved changing the regular session day
to every Friday morning.
For
the past several months now, the city council has been experimenting on the ideal
session day. It used to be Wednesday morning then moved to a Monday afternoon
later. Majority of the SP members find Friday morning as the best day of the week
to hold the regular session. This just add to the meaning of "Thank God,
It's Friday".
This
will also mean that starting Sunday after next, we shall include our SP updates
in this corner every Sunday issue. The matters tackled by the city lawmakers on
a Friday is still newsworthy on Sunday.

This
also means that there will be no more regular session on Monday, the vesper's
day of the city's Charter Day celebration which was also one of the reasons why
the city SP passed Supplemental Budget No. 2 as a special order of the day last
Monday.
The
P15-million supplemental budget includes the allocation for the Charter Day rites
on Tuesday. The biggest chunk of the supplemental budget is the P7-million intended
for the lot purchases in Taloto district where the solid waster re-cycling facility
and the proposed water treatment facility will be constructed.
Last
Monday's regular session was presided over by Acting Vice-Mayor Edgar Bompat as
vice-Mayor Toto Veloso is in Australia.

We
wish to congratulate here the much-delayed promotion of Sr. Supt. Louie T. Oppus,
erstwhile Lapulapu City chief of police.
Louie,
husband of City Councilor Ann Mariquit D. Oppus, took his oath last Saturday in
Camp Crame. He was assigned as city police chief here before his transfer to Lapulapu
City where he was recognized as an outstanding police officer.
Most
of his mistahs had been promoted to full-fledged colonel already before his belated
promotion last week. Apparently, Louie does not want to speed up his promotion
lest he be misconstrued to rely on his former boss, ex-Pres. Fidel Ramos or his
marital godfather, PNP Dir. Gen. Avelino Razon.

Republic
Act 9503 (An Act Enlarging the Organizational Structure of the Court of Tax Appeals,
Amending for the Purpose Certain Sections of the Law Creating the Court of Tax
Appeals, and for Other Purposes)which expanded the organizational structure of
the Court of Tax Appeals (CTA) was recently signed into law by the President.
It creates a third division of three CTA Justices.
Under
RA the CTA may now sit en banc or in three Divisions, each consisting of three
Justices. It provides that 5 Justices shall constitute a quorum for sessions en
banc and two Justices for sessions of a Division. Provided, that when the required
quorum cannot be constituted due to any vacancy, disqualification, inhibition,
disability, or any other lawful cause, the Presiding Justice shall designate any
Justice of other Divisions of the Court to sit temporarily therein.
Established
in 1954 pursuant to RA 1125, the CTA's membership consisted only of a Presiding
Justice and two Associate Justices, each of whom were appointed by the President.
RA 1125 was subsequently amended by RA 9282 under which the CTA was made to sit
en banc and in two divisions of three justices each.
