2009 budget of the provincial government amounting P1,024,489,000 passed on first
reading yesterday during the Sangguniang Panlalawigan (SP) session.
During
a pre-conference session presided by Vice Governor Julius Herrera, provincial
lawmakers suggested some adjustments on the budget without cutting a single centavo
on the entire amount which is about 10-percent more than last year's. | | HERRERA |
As
allocated by sector, the top five in next year's Capitol budget will be: 26.4
percent to General Public Services or P270,843,537; 23.8 percent to Social Services
or P244,530,014; 14.2 percent to Economic Services or 145,500,806; 17.7 percent
for the 20-percent development fund or P176,000,000; and 4.65 percent or P47,689,295
for the calamity fund.

2009 budget is largely dependent on the Internal Revenue Allotment which comprises
90 percent of the total allocation.
The provincial government is aiming
to break free from its dependence on the IRA by working out a steady increase
in collection of local taxes and other non-tax revenues.
Non-tax
revenues as projected by Capitol would include some P32 million revenue estimates
from the Rice Accelerated Response (Racer). | Salaries
and benefits for employees still tops major expenditures of the provincial government
amounting to P409,817,033 for 2009.
Maintenance
and other operating expenses (MOEE) is allocated P242,714,824.
