OLIVA | | A
Boholano commissioner of the National Youth Commission (NYC) could face criminal
action for fabricating official public documents and forging a signature of a
ranking government official.
The
criminal charges against Commissioner Benjie Oliva of the NYC may also be instigated
for attempting to cause the release of government funds to defray expenses of
a bogus 2-day live-in training of the Sangguniang Kabataan Federation in Iloilo. |
Complainants
would include Department of Interior and Local Government (DILG) Sec. Ronaldo
Puno and Iloilo SK Federation president Carl Giuseppe Gumban.
In
a letter to Pres. Arroyo, the national directorate of the SK, led by Jane Censoria
Cajes of Bohol, sought the non-renewal of Oliva's appointment into the Commission.

letter cited "incompetence, dishonesty and disloyalty" as grounds for
the denial of Oliva's reappointment.
According
to the SK letter to the president, Oliva "caused the issuance of a bogus
and falsified DILG memorandum circular numbered MC 2007-03, dated January 11,
2008."
This
memorandum was addressed to city and municipal mayors, punong barangays and all
concerned local officials regarding the conduct of an Integrated Sangguniang Kabataan
Organizational Leadership-Basic Orientation Seminar (Iskolar-BOS) program in the
Visayas and signed no less by Sec. Puno. | However,
it was later found out through inquiries made by Gumban with the DILG that said
memorandum was falsified and the signature of Puno has been forged. The bar coding
of the said circular was likewise bogus.
In
fact, there was a similarly numbered authentic DILG memorandum with an entirely
different subject addressed to provincial governors, lady municipal mayors and
DILG regional directors.
Gumban
filed a formal protest regarding the falsified memorandum circular to Puno who
immediately urged the NYC leadership to take necessary action against Oliva.
An
appeal coming from the Bohol SK federation was also sent to Pres. Arroyo asking
her not to renew the appointment of Oliva.
