unveils citizens charter, first in 3rd dist. This
eastern municipality has launched the citizen's charter, said to be the first
in 3rd district, in a bid to fast track local government services effectively
and efficiently. Mayor Sylvia V. Adame, who invited DILG regional director
Pedro Noval, Jr. and Vice-Gov. Julius Herrera as guest speakers, said in her invitation
letter, "we embark on (yet) another milestone in the local government service
of Dimiao." She said the launching of the said charter is accordance
with Administrative Order No. 241 issued by the President, mandating the enforcement
of Republic Act No. 9485, also known as The Anti-Red Tape Act. Herrera
said that it's about time to fully implement the law without fear and favor if
the officials and people truly want an effective local governance.

cited that the Philippines has become a laughing stock or joke s among the people
or among other nations because the country has the most number of laws addressing
graft and corruption. But what happens is that "we become the number one
corrupt nation in Asia based on the international watchdog agencies."
This may be a joke to some but this is a serious concern that must be addressed
by everybody, not just the officials and front-line workers. This is a bleak perception
to other countries. "We must act now, once and for all," he said in
an iterview. | For
his part, Noval emphasized the citizen's charter "will guide the public or
the clientele of the municipal government of Dimiao." This will enable the
public to go through the correct process and procedure to comply the requirements,
including the "person to be approached as well as the duration by which that
particular service will be given first by the government employee" here.
The launching of the charter "is a clear manifestation that Dimiao under
the leadership of Mayor Adame is really determined and sincere as well as serious
in the implementation of Anti-Red Tape Law of 2007." On hand to witness
the citizen's charter launching include DILG provincial director Rose Macarinas,
Mayor Adame's husband, (former mayor), municipal local operations officer Maryann
Aparece, Vice-Mayor Danilo Guivencan, provincial HRD officer Romeo Teruel, all
35 barangay captains, department heads and employees. Each barangay captain
received a copy of the guidelines of the citizen's charter and a pack of vegetable
seeds courtesy of vice-governor's office for its continuing campaign for green
revolution and environment preservation. (RVO)
