Despite
our hectic schedule, we were able to catch up the Philippine Councilors League
(PCL) Quarterly National Executive Officers and National board (NEO-NB) Meeting
and Series of 2009 PCL Continuing Local Legislative Education Program (CELEP)
at the Dumaguete Convention Center in Dumaguete City last Thursday evening.
Only
three out of 12 city councilors were not there including SK Pres. Ramjun Alturas
who could not be absent from his classes, City Councilor Butchie Zamora who was
in Manila for an important activity of the Institute for Solidarity in Asia (ISA)
and City Councilor Zenaido Rama.
As
of yesterday noon, we learned that City Councilors Oscar B. Glovasa and Anne Mariquit
D. Oppus were still stranded in Dumaguete City due to Typhoon "Ondoy".
Col. Louie Oppus, the better-half of the lady city legislator, already came to
the rescue with the assistance of Col. Jun Marquez who is the current PNP provincial
director there.

Speaking
of Typhoon "Ondoy", it brought serious flooding in Metro Manila due
to continued heavy downpour since yesterday morning. This prompted Justice Antonio
Eduardo Nachura, chairman of the 2009 Bar Examinations to postpone the fourth
and last Sunday of the bar to Oct. 4.
This
is the first time in recent years of the bar history that an examination Sunday
is postponed for another week. When an alleged leakage in Commercial Law during
the third Sunday of the bar surfaced a couple of years ago, there was an attempt
to require the bar examinees to re-take the subject but this did not materialize
due to the additional cost both to the Supreme Court and the examinees.
There
are four Sundays of the bar examination. The fourth Sunday has Remedial Law which
the highest percentage among all bar subject at 20%. Its postponement has definitely
its pros and cons.

UPDATE. The 10th Sangguniang Panlungsod held its special session last Wednesday
afternoon in anticipation of the PCL activity in Dumaguete City which started
last Thursday morning.
City
Councilor Butchie Zamora, chair of the committee on public utilities, introduced
a resolution authorizing City Mayor Dan Neri Lim to transfer the existing resources
of the City Waterworks System to the newly-formed City Water District of the Local
Water Utilities Administration (LWUA).
Upon
the request of the minority bloc to be given ample time to study the matter, a
special session will be held tomorrow afternoon purposely to deliberate on the
Zamora resolution.

during the occasion of the Martial Law anniversary last Wednesday: "Today
is the 37th year anniversary of the proclamation of martial law. We have our so
called democracy back, right to vote, right to express and the right to assembly
and many more. But the elements of massive, syndicated and organized corruption
mainly on government and government-controlled corporation is absolutely obvious
and still linger after all those years have passed. From the highest elected official
of the land-her family, friends, allies and cohorts to the lowest echelon-corruption
is the flavor if not a virus embedded on their rock-solid being. The worst scenario,
the operator usually is the protector. We, the sovereign Filipino people are the
sole victims of these irregularities: human rights violation, extra-judicial killings,
land reforms, low salary, unfair labor practices and many more. The problem of
housing and the poor remained an impossible dream. We don't know where and when
this journey ends. I'm sure it will be a lifetime and the worst, we'll pass it
to the next generations. We, Filipinos wake-up. Let our voices be heard.
