Chatto X'mas Cup fires off Nov. 4 The
highly-anticipated opening of the 2nd Congressional District Christmas Basketball
League, popularly known among fans here as "Cong. Edgar M. Chatto Cup,"
will coincide with the Pres. Carlos P. Garcia Day on Nov. 4.
The
pre-Christmas tourney will be held at the OLTA KOLODROME and barring any unforeseen
circumstances will culminate on Dec. 20.
Organizer
said four top collegiate teams here HNU, UB, PMI and BIT will join the hunt for
the prestigious trophy and big cash prizes in the Commercial (A) category.
Organizers,
meanwhile, released the guidelines, rules and regulations to team owners for the
smooth operation of the tourney.
Prizes
at stake: Commercial (A) - 1st prize - P20,000; 2nd prize - P15,000; 3rd prize
- P10,000; MVP - P3,000.
Junior
or Commercial (B) - 1st prize - P10,000; 2nd prize - P7,500; 3rd prize - P5,000;
MVP - P2,000.
Entry
rules of Junior or Commercial B Division Each
team shall be composed of a maximum of 12, no age limit. Present
varsity players and under trainees are not allowed to play; High school players
(junior varsity players) however are allowed. Each
team is allowed to have two former local (Bohol-based) varsity players. Professional
players are not allowed to play. All
teams are required to submit a gallery of their team composition (attached in
a folder) with the complete list of their players.

and every player of the team is required to submit a duly executed waiver from
claims of damages for injuries that he may suffer in the course of the tournament.
Entry
to the tournament shall be considered official only upon payment of the P2,500
registration fee and P1,000 cash bond. Cash bonds shall be refunded at the end
of the tournament less penalties imposed. Deadline
of registration, submission of team line-up (including names of team owner, manager,
coach, asst. coach, trainer and 12 players) and other requisite documents and
payment of registration fee and bond is on Oct. 16, 2009. Teams, which fail to
pay on the said date, will not be allowed to compete in the tournament. |
Teams shall
provide their players with a respectable set of uniform. Teams that register early
will have the benefit of choosing their team colors. Team colors of late registering
teams will be determined by drawing of lots.
The
sports committee reserves the right to screen every team to ensure the eligibility
of players. Before the start of the tournament, all head coaches shall be furnished
copies of the team line-ups to allow them to lodge any protest regarding the eligibility
of players.
GROUND
RULES All
players must be in their respective uniforms otherwise they will not be allowed
to play. Only registered players are allowed to play. In
all games, only the coach and/or team captain shall represent a team. A
player who has not played at least two games in the elimination round shall not
be allowed to play in the semi-final rounds. A
player thrown out of the game shall be allowed to play again only upon payment
of a fine of P500 to be deducted from the team's cash bond for the first offense.
(No pay, no play). Second offenders shall be automatically disqualified from the
tournament. Any
player found to be under the influence of intoxicating substance shall not be
allowed to play. Any
team found fielding players with fictitious names and/or falsified documents shall
be meted with the following penalties:

All played games by the team in question will be forfeited in favor of their corresponding
opponents.

The player in question will be disqualified from the tournament and cannot be
substituted. All
team officials and players must display a professional conduct and act like a
true sportsman. Foul words and expressions have no place in the court during games.
Physical
contact, whether deliberately or maliciously done, are classified in this rule
as a very serious offense and are subject to sanctions. Protest
and/or complaints must be in writing addressed to the Sports Committee and specifying
the act, incident or rule complained of, signed by the coach or team captain and
lodged which 24 hours upon its occurrence.

The committee shall act and decide on the protest/complaint immediately or not
later than 48 hours there-from. The decision of the committee is final. All
teams must attend all meetings, discussions and conferences upon due notice and
shall be represented by the team owner, manager or coach. Pre-tournament conference
for team coaches and managers shall be tentatively set.
GAME
RULES A
team scheduled to play shall preferably be at the venue one hour before game time.
Failure
of a team to appear within 15 minutes after official announcement to start (after
team warm-up) shall be a ground to declare the team in default. In
case of default, the Bond shall be forfeited in favor the organizer. The defaulting
team will be allowed to play again upon deposit of another bond. The
tournament will be a single round robin series with the top four teams advancing
to the semi-final round. The semi-final round will also be a single round robin
series. The
top two teams will vie for the championship in the best of three series. The remaining
teams will dispute the 3rd prize in a rubber match. In
case of a tie, "Winner over the other" rule shall be applied. In
case of a triple tie, or multiple tie'

The International Quotient System (IQS) shall be applied to determine ranking.
In case the tripe tie will occur on the first ranking, the No. 1 ranked team based
on the quotient system will be given a bye while the two remaining teams will
have a rubber match to determine who will fight for the championship. In case
the triple tie will occur on the second ranking after the semi-final round, the
No. 1 rank based on the quotient system will play against the first rank after
the semi-final round for the Championship. The remaining two teams play for third
place. If
a game is stopped due to uncontrollable circumstances during the 1st half, the
game will be replayed from the start. However, if the game is stopped during the
2nd half, the game will be resumed based on the time remaining. In
case a team decides to walkout during a game: - Elimination round - the team
shall be disqualified/banned, and will not be allowed to continue to play the
entire duration of the tournament. The team's cash bond will be forfeited in favor
of the organizing committee.

Semi-final round - the team shall be disqualified/ banned and will not be allowed
to continue to play the entire duration of the tournament. The team's cash bond
will be forfeited in favor of the organizing committee.
Championship
round - the team shall be disqualified/ banned, and will not be allowed to continue
to play the entire championship round. The cash prize and trophy, and the team's
cash bond will be forfeited in favor of the organizing committee.
