Panglao Airport bidding
moved anew by MIAA

The Bids and Awards Committee (BAC) of the Manila International Airport Authority (MIAA) again rescheduled the much-awaited bidding for the Panglao Bohol International Airport to February 11, instead of last Friday.

The MIAA-BAC was supposed to hold the dropping of bid proposals from qualified contractors last Friday but three interested bidders reportedly requested for an extension to comply with bidding requirements.

Provincial administrator, Atty. Handel Lagunay told the Chronicle that there is nothing unusual in the extension granted by the BAC to the three interested firms and the committee evidently considers the request of these prospective bidders reasonable.

It may be recalled that the deadline for the dropping of bid documents was originally set last January 25.

Surprisingly, the MIAA-BAC moved the deadline to February 5 amid allegations that a contractor has been favored to bag the first phase of the project amounting P1.52 billion.

Based on information relayed by MIAA project management officer Engr. Llewellyn Villamor to the provincial government, the deadline extension allows all interested contractors to make sure that all bid documents are in order.

   

Gov. Erico Aumentado said the MIAA assured him that the bidding will be open, publicly transparent and competitive.

The National Economic Development Authority (NEDA) Investment Coordinating Committee approved the revised cost of the Panglao Airport of P7.54 billion.

The MIAA is the lead funding agency of the project together with the Department of Transportation and Communications.

SUSPICIOUS AND DUBIOUS

The CM Pancho Construction Inc. challenged the accusation of project "rigging" hurled by the Corruption Watch Philippines (CWP).

The press statement of CWP is both suspicious and dubious, according to Eloy Bello IV and Winston Esguerra of JG Law office based in Makati, representing the construction firm.

Bello said the report of CM Pancho Construction, Inc. as blacklisted by the World Bank is "totally unrelated to the bidding for the construction of the Panglao Bohol International Airport".

For his part, Gov. Aumentado said CM Pancho Construction, Inc. had proven good performance in the execution of the Bohol Circumferential Road Project.
