GOSPEL OF CITY HALL:
"THE SINS OF THE PROVINCE"

 



City Mayor Dan Neri Lim apparently jumped the gun to our advisory in this corner last Wednesday to enumerate the so-called "sins of the province" as far as the city government is concerned by announcing during his radio program yesterday morning over Station DYRD that he is ending his partnership with the provincial government without straining his support to Gov. Erico Aumentado.

The issue on the planned trip of the Bohol officialdom to China next month was lengthily amplified during the mayor's weekly radio report. It was the first time that radio listeners heard the city mayor made scathing statements against the provincial government since he assumed office.
The city's chief executive is apparently fed up.

When the Capitol secured a special memorandum for Malacanang allowing the release of additional cash incentives to provincial employees, it was already after the city government completed the release of the year-end cash bonanza to city hall workers.

Lim ordered the release, pursuant to an approved city ordinance, without fanfare and media blitz claiming that he did not want to pressure the Capitol into giving the same cash incentives to its employees also.

When the ordinance was reviewed by the provincial board, the same was disapproved on the basis of the recommendation of the budget office that the city cash incentives is not allowed. City hall employees now stand to re-imburse the cash bonanza they received.

Then came the Chinese delegation last year where the city government was ostensibly tapped by the Capitol to become a partner in the reception of the chinky-eyed visitors. On three occasions, the city government played host to the visiting Chinese dignitaries including the presence and support of the officials from the city's executive and legislative branches.

When the promise of a return invitation was made, the city was assured of at least ten slots. The rest is now the top news stories in today's local newspapers.

A wag at the city hall exclaimed: "Maayo pa ang napulo ka sanglahon nga naayo ni Kristo kay diha pay usa nibalik nagpasalamat, kining atong napulo, wa gyoy bisag usa. Hehehe."

And then the CVRAA. It maybe recalled that only the city division sent a delegation to the last CVRAA in Dumanjug, Cebu because the provincial government reportedly "boycotted" the regional sports event.

Be that as it may, it came to pass that the province succeeded in bidding for this year's CVRAA. In the last minute, the city government was asked to extend financial support and the city quickly respondent with P500,000.00 excluding the repair and maintenance of the city's public schools where the CVRAA athletes were billeted. But except for a forgettable part in the opening ceremonies and an invitation to a dinner program, Lim said the city government was not even mentioned as among the official hosts of the regional meet. As former City Mayor Joe Torralba loves to put it: "Looy, looy!"
Considering the space limitations, we shall continue the enumeration in the issues to come.

INBOX. Rey Dante, a classmate in the College of Law, sent an e-mail from San Francisco, California on our piece about the new police chief in Tagbilaran. Here'a a portion of his e-mail: "Dan, dili gyod mo mag mahay sa pagpili ni Jacinto Cesar as the new city police chief having known that guy and the family for a lifetime for we came from the same town. He is just from a humble family and I can't question his intelligence because he is a constant honor student during elementary days and for his high school, he got a scholarship from National Science High School. For his integrity, I believe he has that worthy of an officer - a graduate at that from PMA. We call him Into in our native Loay as he is fondly called by the folks there. We are very proud to have a Loayano at the helm of the city PNP of Tagbilaran. Best regards na lang and extend my wishes to Kag Edi Borja who also has roots from Loay."
