Arroyo signs law; death penalty abolished
President
Gloria Macapagal Arroyo signed Republic Act 9346 yesterday and abolished the death
penalty.
A
tired-looking Arroyo signed the measure in front of an audience composed of senators,
congressmen, European diplomats, religious organizations, and non- government
groups, less than an hour after leaving St. Luke's Medical Center in Quezon City.

Department of Envi-ronment and Natural Resources (DENR) released Friday the list
of beach resorts which do not have the Environmental Compliance Certifi-cate or
ECC.
Among
the resorts or projects that do not have an ECC application are Dumaluan Beach
Resort I (owner Dalmacia Dumaluan), Bolod, Panglao; Balicasag Beach Resort (Jewel
Fonacier), Balicasag, Island; Playa Blanca (Florencio Hora), Tawala, Panglao;
Atlantis Dive Center (Esther Biebelman), Tawala, Panglao; Sea Quest Dive Center

Rizal last Monday with the national launching of Rizal Festival of Excellence.
Former DILG Sec. Joey Lina who is a ranking leader of the Knights of Rizal led
visiting guests from Manila. Gov. Erico Aumentado, Hans Schoof, City Mayor Dan
Lim, Knights of Rizal-Bohol president Tomas Abapo Jr. spearheaded the activities
here last Monday, which included a mass, wreath-laying at Plaza Rizal, an exhibit
and grand cultural show-fellowship. Movie actor-director Cesar Montano, who played
