Instead
of expressing elation, the provincial board practically engaged in debate over
what the board members called "highly questionable savings" in the amount
of P84,982.80 from the P1.5-million appropriation for the annex Capitol building
construction in Dao District, this city.
Board
Member (BM) Godofreda Tirol has raised the issue saying that the said "savings"
are highly questionable.
The
debate stemmed from the request of provincial General Services Officer Edwin Vallejos
for the Sangguniang Panlalawigan (SP) to re-appropriate the said savings to purchase
one computer set and digital camera.
But
nobody in the board asked why GSO badly needs the said equipment, particularly
the digital camera.
Vallejos'
request as indorsed by the governor got the nod from the appropriations committee
chaired by BM Concepcion Lim during the regular session of the board yesterday
presided over by senior BM Dionisio Balite.
The
committee's recommendation approved by the SP was to pass an Ordinance reverting
the amount from the said "savings" and re-appropriating the same to
effect the purchase.
BM
Amalia Tirol wanted otherwise. She objected to the move of approving Vallejos'
request. But her attempt to have the request deferred failed. She was prevailed
upon by her colleagues to set aside her objection.
Tirol
argued, saying: how come that there was such "substantial" savings from
the building construction, adding that it can not have the "savings"
reverted the way GSO wanted it to be.
Liga
ng mga Barangay president Cariso Camacho, who is an engineer, clarified that the
said "savings" are within the bounds of allowable amount or percentage,
either it overshots or fell short about ten percent. (RVO) |
